House Bill 4046, the bill to toughen poaching penalties, was passed Thursday by the Senate Rules Committee. The vote was 4 to 1. Senator Ferrioli of John Day was the only "no" vote. Senators Rosenbaum (the chair), Beyer, Boquist and Burdick all voted "yes." We were among those who appeared to testify in favor of the bill. The bill now heads to the full Senate for a vote, its last hurdle before reaching the desk of Governor Kate Brown. The bill has some opposition in the Senate but is expected to pass.
