Humane Voters Oregon has released its 2025 legislative scorecards. Our scorecards show how Oregon legislators (state representatives and senators) voted on animal related issues in the 2025 legislative session. We also scored legislators on whether they sponsored good bills or bad bills, and on whether they made extra efforts that helped or hurt animals, such as leading advocacy efforts behind the scenes, helping to stop or advance a bill in committee, or leading efforts on the floor of the full House or Senate.
Every Oregonian has one state representative and one state senator. In total, Oregon has 60 representatives and 30 senators. Representatives and senators meet in Salem each year to make state laws. Oregon legislators voted on several animal related bills in their 2025 session, which began in January and ended in June, including:
House Bill (HB) 2978, which improves state programs to promote safe highway crossings for wildlife.
HB 3020, which prohibits betting on dog racing through Oregon-licensed businesses, regardless of where the race takes place.
HB 3932, which prohibits recreational and commercial hunting and trapping of beavers on public land in or adjacent to waterways with poor water quality.
SB 181 (Senate vote only), which would have prohibited certain medically unnecessary laboratory research on dogs and cats.
HB 2977 (House vote only), which ould have increased the transient lodging tax to help fund wildlife conservation programs by Oregon Department of Fish and Wildlife, including a program to promote wildlife coexistence.
